Switching organization requires entering password if the user is superuser

## Important Details How are you running Sentry? On-Premise w/ Docker, version 21.3.0 ## Description Switching organization in UI requires entering password if the user is superuser, while no password is required for normal user. ## Steps to Reproduce 1. Be superuser. 2. Login to sentry (sentry.domain/organizations/org1). 3. Wait until Admin page (/manage/) start to require password. Do not enter password. 4.
