VizTooltips: Consider moving Duration to header

with `newVizTooltips` we synchronized the Heatmap tooltip with StateTimeline tooltips (which already showed Duration). however, it's not clear that Duration is the x time interval in a heatmap, especially since they are commonly used to view latencies, which are "durations" on the y axis. one proposal from @hairyhenderson was to move the heatmap cell Duration to the header: `2024-03-05 12:40:30 - (15s)`
