Database: Add Primary Key to resource_version table

<!-- Please only use this template for submitting feature requests --> **Why is this needed**: We are in the progress of upgrading Grafana from 11.3 to 11.6.5 and we have experienced this error from our database. // initialize Resource Server: initialize resource DB: run migrations: migration failed (id = create table resource_version): Error 3750 (HY000): Unable to create or change a table without a primary key, when the system variable 'sql_require_primary_key' is set. // We are using MySQL Database Service from Oracle Cloud and due to HA feature they are providing, all tables required to have primary key. **What would you like to be added**: Please add primary key column to resource_version table as same as the rest of them included at pkg/storage/unified/sql/db/migrations/resource_mig.go. **Who is this feature for?** Database Administrators and Grafana Administrators.
