Alerting: Prometheus data source-managed rules not duplicate

### What happened? I have some rules imported from prometheus. I open list and press "More" => "Duplicate"(img1). Opens infinite loading screen (img2). There is no errors in Console or Network panels of developer tools. I expect to see create alert form with prefilled fields/ ### Did this work before? i dont know. ### How do we reproduce it? 1. Add prometheus datasource 2. Add alert rule to prometheus datasource 3. Enable "Manage alerts via Alerting UI" in prometheus datasource 4. Open page "Alerting" - "Alert rules" 5. Go to section "Data source-managed" and open list 6.
