Logs panel: potentially resetting scroll position with unrelated panel updates

If the effect that sets the scroll position is triggered by a render update, we might be changing the scroll position when we're not supposed to. For example, other panels can be in a loading state that finishes after the logs panel loaded, causing an unnecessary shift in the current scroll position.
