Table Sparklines: select timerange similar to timeseries panels

<!-- Please only use this template for submitting feature requests --> **Why is this needed**: Table sparklines fill an important niche for dense presentation of data when an overview and comparison of signals across rows is important. Using repeated rows and timeseries panels wastes too much screen real estate with padding for this use. But to make this even more useful, we need mouseDown and mouseUp inside the sparkline to set a time range and reload either the table or the entire dashboard. My work-around right now is to use Datalinks on an adjacent row to link to a separate dashboard that has a timeseries panel representation of the same data as in the sparkline. That is fine for zooming in to events of interest in the time window, but it is very awkward to select an interesting range, copy that time, and then apply it back in the original dashboard with table of sparklines. This process is too slow to enable real-time browsing/exploring the data for the dashboard users who are trying to find related events in noisy signals across multiple rows of data. For example, it would be very useful to be able to select one of these data spikes in a sparkline and zoom to that time for all the sparklines in the table or the entire dashboard:  **What would you like to be added**: Detect mousedown and mouseUp events within table sparklines, and reset the time range (to and from variables), and re-render either just the table or the entire dashboard with the updated timerange. A setting for the sparkline definition can specify whether just the table or the entire dashboard should be re-rendered with the updated time range. **Who is this feature for?** This feature is for any operations/support engineer trying to identify related events in potentially noisy signals across multiple rows.
