Regression: Explore from Panel ignores AdHoc filters

I have a panel with a Prometheus query, and my dashboard has an AdHoc filter set. The data in the panel are being actively filtered by the panel. Now when I click "Explore" from the Kebab menu, I expect the AdHoc filter to be interpolated into the query-string that is present in the Explore UI, and for the data that is rendered to be the same. This is the behaviour in past versions of Grafana, for example I've confirmed this behaviour in `grafana-v10.4.19+security-01` But when I try the same in `Grafana v11.6.4 (0567ef29be)`, no matter whether I put `scenes=true` or `scenes=false` in the URL of the dashboard, I find that when I land on Explore the entire AdHoc filter has been ignored, and the data I'm seeing returned to me is different (unfiltered, and including far more data). This is a regression. To reproduce: - Run Prometheus locally, out of the box. eg install with homebrew, if you're on a mac, and then follow the instructions to run it post install - Add the Prom datasource, and point it to `http://localhost:9090` - Add a panel with a Prom query on that Prom DS. I'd suggest `sum without(instance, job) (prometheus_engine_query_duration_seconds)` - Add an AdHoc filter. I'd suggest `slice = inner_eval` - See the data in the dashboard change - Now click **[kebab] > Explore** - And see the AdHoc filter ignored and the data become unfiltered when you land at Explore.
