Alerts: Should be an "opt-in" experience

This issue arose in this escalation: https://github.com/grafana/support-escalations/issues/17939 Currently, the toast is triggered for any backend service request. In this issue, we want to turn it into an option to "opt-in", so every team can decide on their project/use case if the toast is useful and enable it in the proper call if needed.
