BarGauge: Add Right Align for name placement to Horizontal Gauge visualizations

**Why is this needed**: The current options of Auto, Top, & Left are too limiting and don't allow for placing all of the labels right next to their values when using Horizontal gauge visualizations. **What would you like to be added**: We want the dev team to add right alignment as an option for name placement to Horizontal Gauge visualizations. **Who is this feature for?** For users who want gauge labels and values right next to each other to minimize confusion when interpreting their visualizations.
