Grafana admin user doesn’t have access to all organisations

### What happened? I am adding new Grafana org using terraform grafana_organization resource and in this I kept admin_user = "admin".https://registry.terraform.io/providers/grafana/grafana/latest/docs/resources/organization After apply the organisation is getting created but that is accessible to Grafana admin user why??...we have to add the org manually for the admin user and then that user is able to access the newly added org....but it should automatically... ### What did you expect to happen? As per doc its be default one grafana admin user should be able to access all orgs as its the super user. ### Did this work before? no ### How do we reproduce it? 1. 2. 3. ### Is the bug inside a dashboard panel? _No response_ ### Environment (with versions)?
