Geomap: Wrap user strings in i18n

Throughout Geomap panel, there are English-language strings which are shown to the user which are not currently passed through `@grafana/i18n`. For example, these labels and descriptions: https://github.com/grafana/grafana/blob/bee169d7a66f1338a108d8831385404366686af0/public/app/plugins/panel/geomap/layers/basemaps/carto.ts#L68-L75 We need to go through, find these, and plug them into localization.
