Tempo: TraceQL query builder and metrics options panel overlap UI elements

### What happened? In the Tempo data source query editor, the layout for the TraceQL query builder and the Metrics Options panel has overlapping and misaligned UI elements: 1. TraceQL hint text clipping: - The descriptive text “Build complex queries using TraceQL to select a list…” is partially hidden by the edge of the panel. - It looks like there is insufficient padding or the text container is not properly sized. 2.
