TraceView: Refactor "Traces to X" data links

This is clean up task related to https://github.com/grafana/asserts-app-plugin/issues/1933 Was a subtask of https://github.com/grafana/asserts-app-plugin/issues/1933 and has been extracted to a separate issue. Stage 0: Custom behavior for logs for this span - [x] #111297 Custom behavior for data links works for logs for this span button, but will not work for other buttons. To make it easier to work out of the box we need clean up how data links are created. They should be attached to the data frame, not created on the fly. Stage 1: Create data links in data frame (but part of TraceView) - [ ] Move the logic to create data links outside of trace view, create comprehensive tests and steps to validate it Stage 2: Dynamic time range and scoped vars for internal data links - [ ] DataLink object should dynamically create additional scoped vars (__tags) and time range (similar to how query can be a dynamic property via a function). - [ ] Refactor tracing links so they don't need to call internal functions, but use dynamic scoped vars and time range - [ ] Remove if (app !== CoreApp.Explore) {} check in createSpanLink.tsx Stage 3: Create data links - [ ] Consider moving function to create data links to data sources (Tempo, Jeager and Zipkin) instead of modifing data frames inside Trace View
