Alerting: rule defaults specified in URL params not populating the query editor

### What happened? From a Dashboard panel (using prometheus datasource), I want to create an Alert. I use the hamburger menu like so: <img width="886" height="369" alt="Image" src="https://github.com/user-attachments/assets/f7acd1d8-16b2-4663-9aa5-2027e5d273eb" /> Clicking More -> New alert rule brings me to the "New alert rule" view. It should have the form pre-populated with the data from the panel, but while I do see much is correctly populated, I do not see the promql expressions in the query editor: <img width="1120" height="888" alt="Image" src="https://github.com/user-attachments/assets/66e645c0-fbfe-4b51-aea5-8d6160778c08" /> Looking at the URL parameters I do see the correct promql expressions embedded there. (May also occur for non-prometheus data sources) ### What did you expect to happen? The panel's promql should appear in the query editor of the New alert page ### Did this work before? Yes. I can't say when it broke though. ### How do we reproduce it? 1. visit a dashboard with suitable panel. Observe the panel's title and be aware of the datasource & promql used 2. click panel's hamburger menu, open "More" and click "New alert rule" 3. view the "New alert rule" page, notice while other data is filled in, the query editor does not have the panel's promql filled in. ### Is the bug inside a dashboard panel? _No response_ ### Environment (with versions)?
