Annotations enhancements

This is a parent issue for organizing the work done for Hackathon 14 from team Anna-nana-nana-nana-otations. The work was done on a parent branch here https://github.com/grafana/grafana/pull/111691 , but each branch linked within is associated with an issue below for tracking work into getting it added to the product.
