Increased DB I/O and higher latency after v12.0.4 upgrade from v11.6.0

### What happened? After v12.0.4 upgrade we noticed significant higher latency in a few api resources that violates our SLO. Namely: - `GET /api/dashboards/uid/*` - `GET /api/annotations` - `GET /api/folders/*` - `GET /api/plugins/grafana-loki-explore-app/settings` <img width="2026" height="595" alt="Image" src="https://github.com/user-attachments/assets/b2de48b6-2bcf-4196-8493-2907a5ddc063" /> From corresponding, DB metrics (Postgres), we also noticed there is a significant uptick in CPU utilization and DB load that is correlated with the upgrade <img width="2193" height="813" alt="Image" src="https://github.com/user-attachments/assets/3f2c82bc-12ab-43b2-a113-535ae08f508b" /> ### What did you expect to happen? Latency to remain at v11.6.0 ### Did this work before? Yes ### How do we reproduce it? 1. Run v11.6.0 and track latency of the above API resources 2. Upgrade form 11.6.0 to 12.0.4 3.
