Cloudwatch Datasource NoData -> error getting secret value

### What happened? Every Sunday between 2am and 4am CET we receive DatasourceNoData Alarms. I already checked AWS Service Quotas. Within the logs i can see the following error: ` error getting secret value | logger=secrets.kvstore t=2024-07-28T00:12:13.853373002Z level=error msg="error getting secret value" orgId=1 type=datasource namespace=CloudWatch err="context deadline exceeded" ` I think this is the problem. The KV-Store (as far as i can see) stored in a rds database and there is no maintenance window within this time range. Can someone explain to me, what kind of secrets Grafana needs? We have a service role in place which is used to access Cloudwatch, so we don't need a SecretKey and AccessKey. Can someone give me some advise, how to fix that?
