Cannot create alert for time series

### What happened? This bug is related to #87909. It was accepted as a bug, and then fixed in https://github.com/grafana/grafana/pull/88756 However, it reappeared in a recent version, in a different form. The alert tab shows up for wide series queries, but it is impossible to create new alert. This info message is displayed instead: > No alerting capable query found Cannot create alerts from this panel because no query to an alerting capable datasource is found. ### What did you expect to happen? Since the alert has its own query, it does not matter if the panel has a data source that is "capable" or not. It should be possible to create new alerts for any panel, regardless of the data source of the panel. The query of the alert and the query of the panel are almost independent. Create a time series panel with a database query that would not be supported by an alert. Save it, then go to the alerts tab, and you will see that grafana does not allow to create an alert to the panel. But it should (with a different query). ### Is the bug inside a dashboard panel? yes ### Environment (with versions)?
