Frontend: Panel Suggestions tooltip overflowing

### What happened? To not see the panel suggestion tooltip appearing outside it's containing element. ### Did this work before? Not sure when it started TBH. ### How do we reproduce it? 1. Create dashboard 2. Create panel 3. Open viz picker 4. switch to suggestions 5. scroll as fast as your fingers can! ### Is the bug inside a dashboard panel? _No response_ ### Environment (with versions)? Grafana: 12.2.0 OS: Mac Browser: Chrome Whilst the video is from 12.2.0 - I can also see similar in ops which is running fast RRC. ### Grafana platform? None ### Datasource(s)? _No response_
