Dashboards: Tooltip positions unreliable after window resize in Safari

### What happened? In Safari, when resizing a dashboard window that has visualizations with tooltips, like the pie chart, the positioning of tooltips become unreliable and can be placed so incorrectly as to appear on top of the wrong visualization. https://github.com/user-attachments/assets/56dba3b0-b4ad-4734-9f74-46475b54c310 ### What did you expect to happen? Tooltips continue to place correctly after window resize ### Did this work before? Not aware of a previous Grafana version that does not show the behavior ### How do we reproduce it? 1. Create a dashboard with two pie charts next to each other, see video in the "what happened?" section that shows editing a dashboard on play.grafana.org 2. Resize (shrink) the window so that the dashboard tiles reposition above each other 3. Grow the window size such that the tiles are next to each other again. Note how in Safari when hovering over the visualizations to see the tooltip that the tooltip position si very inconsistent and may be placed far away from the visual. You my have to try several times to reproduce the behavior. ### Is the bug inside a dashboard panel? _No response_ ### Environment (with versions)?
