Explore: Duplicated path when using "p x" shortcut

### What happened? When I use keyboard shortcut `p x` to open explore for current panel I get Page not found error because the path part of url is duplicated, e.g. `https://example.com/monitoring/grafana/monitoring/grafana/explore?...`. This has been also reported couple months back in https://github.com/grafana/grafana/issues/101516#issuecomment-2717458930, but that was since closed, even though the bug still remains ### What did you expect to happen? Expected behavior is to open the explore page on correct url, for the example above that would be `https://example.com/monitoring/grafana/explore?...`. ### Did this work before? Yes, it used to work, but it is broken for a couple of versions now. ### How do we reproduce it? 1. Open grafana instance that is not running in the root path of a domain (i.e. it should have at least one "directory" after the domain) 2. Open any dashborad 3. Position cursor on any panel 4. Press `p x` 5. Observe page not found error because of duplicated url ### Is the bug inside a dashboard panel? _No response_ ### Environment (with versions)?
