Content of text panel is difficult to edit due to forced no-wrap

**Steps to reproduce**: Edit a text panel, such when creating a Legend, that contains two sentences of text with perhaps one or two long URLs linked. [Example from grafana.wikimedia.org](https://grafana.wikimedia.org/d/000000066/resourceloader?viewPanel=57&orgId=1). **Actual Result**: Most of the text is not visible in the editor, but is somewhere far off the page after a scrollbar.
