Grafana UI configurations not saving to grafana.ini

### What happened? I added MS Entra based Ouath settings using the Grafana UI. I had issues with these settings that I need to remove. ### What did you expect to happen? Expected the settings to be saved to the grafana.ini, but they aren't. Unable to find, reset or change the settings. ### Did this work before? N/A ### How do we reproduce it? 1.https://grafana.com/docs/grafana/latest/setup-grafana/configure-security/configure-authentication/azuread/#configure-azure-ad-authentication-client-using-the-grafana-ui 2.Log out to test logging in again. 3. Find out you can't login and you can't hit the 'reset' button as you're not logged in. ### Is the bug inside a dashboard panel? _No response_ ### Environment (with versions)?
