Grafana OSS Alerting: Role Viewer

### What happened? Hi, Product: Grafana v11.3.1 (9225f4a1cb) - (OSS on prem) Problem: If I am a viewer I can create alerts, save and delete it. ### What did you expect to happen? Viewer users can see alerts but cannot create or delete alerts. ### Did this work before? I don't know how it was in the previous version. ### How do we reproduce it? Installed Grafana v11.3.1 (9225f4a1cb). ### Is the bug inside a dashboard panel? _No response_ ### Environment (with versions)? Grafana: v11.3.1 (9225f4a1cb) OS: Red Hat Enterprise Linux 8.10 Browser: Firefox ### Grafana platform? A package manager (APT, YUM, BREW, etc.) ### Datasource(s)? _No response_
