InteractiveTable: table with pagination shrinks on last page

### What happened? Given a paginated table with less rows on the last page if we go to the last page, the table shrinks and the pagination controls move up from their previous location. I'd expect that the table's outer container retains its size (whatever it was), and the pagination controls stay where they were. This result should be reached with the rows retaining their sizes, not by expanding them. ### Did this work before? No. ### How do we reproduce it? 1.
