Dashboards: Shared tooltip does not respect panel-level settings

### What happened? When using shared dashboard tooltip and hovering over a panel (A) which has tooltip set to Single - works properly, only 1 time series is show. Tooltip should respect panel-level settings even with Shared tooltip - display only Single time series. ### Did this work before? No idea ### How do we reproduce it? 1. Create a dashboard with 2 panels, one with multiple time series (panel A) 2. Configure panel A to show Single tooltip 3. Configure dashboard shared tooltip 4.
