Dashboards: Y axis labels disappear after certain threshold when using bytes(IEC) unit type

### What happened? It looks like Y axis labels disappear when data values reach certain (high) threshold and `bytes(IEC)` unit is selected. A simple query like `vector(23000000000000000)` is failing to show 23PiB while it works for `bytes(SI)` and shows `23PB` just fine.
