UX: Panel title is not centered (from Community Forum)

### Background / Why we're doing this **Description** As it has been reported [in the grafana community forum](https://community.grafana.com/t/the-panel-title-is-not-centered/85506/34), the title not being centered seems to have had a particular UX impact on grafana users. It would be nice to be able to choose how the title is aligned on top of a panel. The issue has been discussed in the community forum however there is no real preferred solution. It would be nice to get feedback on how grafana users would like this to be solved. I'd be happy to issue a PR to introduce per panel title alignment configuration. ### Is there existing research for this? Yes, I have linked it ### Problems or tasks **Issues** Centering the title or aligning the title left or right (for right to left scripts), is relatively easy. However the questions of configuration remains: 1. Should the configuration be done at the panel configuration level ? (+) This is the most flexible as it enables dashboard creators to align the title however they feel like (-) It enables the creation of dashboard with inconsistent styling. 2. Should the configuration be a per user default preference ? (+) Any user can have the titles of dashboard as they please, without impacting others. (-) All panels might not look as nice with some alignment (e.g. IMO single stat do still look better with a centered title. For graph panels, I do not really mind) 3. Should the configuration be done at the dashboard configuration level ? (+) brings consistency all over the dashboard (-) same as 2. ### Deliverables - Enable alignement of a panels title based on configuration
