Dashboards: Pie chart slice sorting broken in 12.2

### What happened? After updating to Grafana 12.2, all pie charts with disabled legend are displayed unsorted. Regardless of the `sort` choice, the values are displayed as if `None` was selected. When I enable the legend, everything works as expected. Disabling resurfaces the issue again. Pie slices to be displayed in descending order by default, irrespective of the legend visibility. The `sort` choice to be applied if changed. ### Did this work before? 12.1 (pie slices were always sorted in descending order, the `sort` choice is new in 12.2) ### How do we reproduce it? 1.
