Epic: Improve frontend build packaging

As a side project of Frontend Multitenancy, we want to improve of the frontend is built and packaged up for our various artifacts. - As many assets as possible should be a part of the webpack dependency graph and added to the `public/build` directory by webpack - Stop uploading the entire `public/` directory to the CDN, and only upload `public/build/` - Stop including the entire `public/` directory in artifacts (docker images, RPM packages, etc), and only include `public/build/`
