Allow customization of y tick positions

<!-- Please only use this template for submitting feature requests --> **Why is this needed**: When plotting wind direction (unit degree) it is helpfull when you can visually see whether wind is coming from north, west, east, of south. Allowing for y tick labels (or grid marks) at 0, 90, 180, 270, 360 degrees would help for that cause. Now, it takes some multiple from 100 degrees, which is harder to reason about. **What would you like to be added**: Allowance to set your y tick distance. This is the equivalence of matplotlib's MultipleLocator base argument (https://matplotlib.org/stable/api/ticker_api.html#matplotlib.ticker.MultipleLocator). **Who is this feature for?** People measuring wind direction (meteo) or heading/ course (movement). It has been requested earlier in https://github.com/grafana/grafana/issues/17164 but that one was closed when moving to Github Discussions. I would like to reopen that one.
