Include / exclude ad-hoc filters on specific panels

**Why is this needed**: Right now, using ad-hoc filters applies the selected filters to every panel in the dashboard. When, for example, different displayed metrics have different labels and ad-hoc filter applies a filter on a label the metric doesn't have, it shows no data **What would you like to be added**: I would like to be able to select panels (or even singular queries inside a panel) that should or shouldn't use the ad-hoc filters. Also possible might be that a filter is only applied to a metric that has a corresponding label for it and otherwise ignored **Who is this feature for?** Basically anyone who uses ad-hoc filters and has complex data sets
