Bar Chart and Timeseries: Add Option to disable '(right y-axis)' legend bloat

Seems like a feature request was never created following this discussion: https://github.com/grafana/grafana/discussions/49209 As I am very much interested in the feature to disable the legend bloat '(right y-axis)' inside the bar chart, I hereby create the feature request.
