BarChart: Consider supporting more data shapes using the histogram transformation

With https://github.com/grafana/grafana/issues/62237, the min and max values are respected but only for the horizontal axis. We need to set separate thresholds for the vertical axis. Generally, we want the vertical axis to start at 0, but we end up with stuff like this:  2. As you can see in the screenshot above, the first horizontal axis label is cutoff (should be "CRC_DISABLE". I think if we could specify the vertical axis label width, like we can in the Timeseries (or maybe just older Graph?) panel, we could resolve this. 3. We would like to be able to center the label for each histogram pin. **Who is this feature for?** Everyone who uses the Histogram panel Edit: Tested on Grafana v10.3.1 (00a22ff8b2)
