TimePicker: Copy and paste functionality is broken

### What happened? In the time picker, when I click the button to "copy time range to clipboard", and then click the paste button there or try pasting in a code editor, what I previously had on my clipboard is pasted (or in the time picker, nothing happens). ### What did you expect to happen? I expected the copy and paste functionality to work. ### Did this work before? Yes, but I don't know in which version. It hasn't worked for me in v 11.3 or 11.5.1. ### How do we reproduce it? 1. Open the time picker 2. Click the copy button 3. Try pasting somewhere ### Is the bug inside a dashboard panel? No ### Environment (with versions)? Grafana: 11.5.1 OS: Windows 11 Browser: Chrome Version 132.0.6834.160 (Official Build) (64-bit) ### Grafana platform? A package manager (APT, YUM, BREW, etc.) ### Datasource(s)? Timestream
