Can no longer save provisioned dashboards - annoying.

### What happened? From 12.1.2 we can no longer save changes to dashboards that are provisioned. This is very annoying, as it means you cant make incremental changes to dashboards when developing on your local machine etc without redeploying the entire grafana instance. I am curious why this is being strictly enforced? It might be nice to have a "Save anyway" option down the bottom to allow for the best of both worlds. <img width="1754" height="1229" alt="Image" src="https://github.com/user-attachments/assets/a4eb1bcb-2b59-4629-adfb-d34ee6ae3030" /> ### What did you expect to happen?
