Explore Metrics: Preset label filters

Add some preset filters for labels  Linked to issue #79597 To figure out: - Aside from job, which ones would be useful? - If a data source doesn’t have these labels for whatever reason - we should just not show any? - Or could we pull data on top labels used within a data source and show top 3? Also 2c: When we were looking into product analytics for the Prometheus metrics builder / explorer, we found it was roughly 50/50 on if a user would just look for a specific metric first or start filtering down by labels. I believe for some (not all?) users, it comes to not knowing what the label / values are part of the metric they are looking for.
