Contact Points: JIRA Contact Point Appears Broken in v12.3.0

### What happened? When I attempt to test opening a JIRA ticket with the JIRA Contact Point the Grafana front-end throws 404 errors at me. ### What did you expect to happen? A JIRA ticket gets opened. ### Did this work before? Yes. I had tested this a while back when I originally created the contact point. I was on v12.3.0 when this failure was occurring. Reverting our deployment back to v12.1.1 allowed the contact point to function normally again. ### How do we reproduce it? 1. Attempt to test a JIRA contact point on v12.3.0 - it will fail 2. Attempt to test a JIRA contact point on an earlier version (e.g. v12.1.1.) - it will succeed ### Is the bug inside a dashboard panel? _No response_ ### Environment (with versions)?
