Suggestions: panel does not get applied when generated by Assistant

### What happened? I asked the assistant to create a panel for me, it created the panel, including choosing the right visualization, but the suggestions panel never went away. This was the prompt: Generate a credible table panel that uses at least 8 dedicated data queries and a similar number of transformations, using the grafanacloud-usage data source The Assistant correctly generated the queries and used the table panel, but the suggestions never went away. ### What did you expect to happen? Expected: I think whenever the assistant is used to create a panel, the suggestions should be skipped altogether ### Did this work before? New behavior ### How do we reproduce it? 1.
