Requesting additional docs for breaking changes to provisioned permissions

Secondly, What qualifies as under a "resource" as used in the linked note. Dashboard / DataSources / Folder ? **What would you like to be added**: Specifically describe the scope that this breaking change impacts. Possibly with some descriptions on how to verify compatibility with existing implementations of grafana. **Who is this feature for?** Anyone trying to safeguard against breaking changes when upgrading to v12
