Annotations on visual panel causing alert lines to change to blue

### What happened? I have a visual line graph panel that is has thresholds defined. When the threshold is broke a red vertical line was added automatically to the graph. When the threshold was not in violation a green vertical was added automatically. This behavior is exactly what I would expect. The threshold was in violation because we did a deployment and to document the deployment on the panel I added an annotation when the deployment started and when the deployment finished. This means I added an annotation to the left of the red vertical line and another one to the right of the green vertical line. After adding the annotations all the vertical lines turned to light blue to match the color of the annotations. Thank you ### What did you expect to happen? I would have of expected the threshold lines to remain green and red and the two annotations I added marking the beginning and ending of our deployment to remain a light blue. ### Did this work before? N/A ### How do we reproduce it? 1. Create a line graph panel 2. Add threshold to the panel as vertical dashes 3. Create a scenario for the threshold to be triggered and recovered 4.
