TimeRange: X-axis panning & annotations

### What happened? Annotation marker elements (points and regions) do not pan while the canvas elements do. The placement is only updated after the panning ends and the user has released the axis. ### What did you expect to happen? Annotation DOM elements should scroll with other canvas elements or they should be hidden while dragging. ### Did this work before? No ### How do we reproduce it? 1. Go to any panel with annotations ([example on play](https://play.grafana.org/d/ga5zxsp/overlapping-annotation-region-example?orgId=1)) 2. Grab the a-axis and pan 3.
