Update dashboard permission in provisioned dashboard shows "can not edit provisioned dashboard" error but permission is actually updated.

### What happened? I have a provisioned dashboard which has wrong permission. I manually added editor/viewer role in dashboard setting, but when hit "save dashboard" after complete editing, a pop up hints me can not edit provisioned dashboard. However, after I leave the page and then check again, the dashboard actually has the updated permission. I'm wondering whether this is a bug that needs to be fixed. User may get confused that they are notified dashboard can not be saved but it actually is. ### What did you expect to happen? User can edit provision dashboard's permission without issue. ### Did this work before? not sure. ### How do we reproduce it? 1. Create a provisioned dashboard. 2. Edit is permission manually. 3.
