CLI Command to List All Failed/Running DAGs without specificing DAG IDs

### Description Currently, retrieving a list of all failed DAG runs across all DAGs requires scripting and iterating through each DAG ID using `airflow list_dag_runs`[1]. This process is cumbersome and inefficient for users who need a quick overview of failed DAGs.
