Airlfow and airflow-core 3.1.2 have task-sdk >= 1.1.1 (should be >=1.1.2)

### Body Until we relase task-sdk and airflow together, we should bump the min task-sdk version together with Airflow 3.1.2 should have >= 1.1.2 for both `airflow` and `airflow-core`. This might cause problems similar to https://github.com/apache/airflow/issues/57979 We should release 3.1.3 + 1.1.3 quickly (and I guess yank 3.1.2 due to structlog issues) ### Committer - [x] I acknowledge that I am a maintainer/committer of the Apache Airflow project.
