Publish Helm Chart as OCI Artifact

### Description As helm added support for packaging charts as OCI artifacts, more and more charts have moved over. I am running a self-hosted pull-through OCI registry cache in my environment, both at home and at work. Having the AirFlow chart published as OCI artifact as well would simplify and improve similar configurations. ### Use case/motivation I want to have this chart as an OCI artifact so that it can integrate with OCI registries and so I do not have to run a helm registry mirror as well.
