Microsoft Surface Precision Mouse - "Accelerated Vertical Scrolling" breaks smooth scroll

Use a Microsoft Surface Precision Mouse (I used it in bluetooth mode). 2. Activate `Accelerated Vertical Scrolling` in the *Microsoft Mouse and Keyboard Cente* (it's enabled by default). 3. Scroll in vscode is not smooth anymore. Other applications like chrome are still smooth however.  <!-- Launch with `code --disable-extensions` to check. --> Does this issue occur when all extensions are disabled?: **Yes**
