Bring the "track changes" feature to VS Code

Anyone who has worked with Visual Studio is likely familiar with the "track changes" feature, which adds green/yellow bars to the side of the editor, as seen in the attached image.  Green bars are new lines added and saved since opening the file; yellow bars are unsaved lines. Unfortunately, this doesn't exist in VS Code. However, VS Code does have a very similar feature called "gutter indicators" as mentioned in [the documentation](https://code.visualstudio.com/docs/editor/versioncontrol#_gutter-indicators) but it only applies if you're using version control, whereas in Visual Studio, the feature works with locally stored projects/solutions as well. Since the functionality already exists in VS Code (for version control), are there any plans to extend it to also work with local files too, just like in Visual Studio?
