[api] Give access to recently opened workspaces: `vscode.getRecentlyOpened`

We have `vscode.removeFromRecentlyOpened`as a command but not `vscode.getRecentlyOpened`, only `_workbench.getRecentlyOpened`. Remote extensions use these commands to find out about workspaces that have been deleted remotely and need to be removed from the recent history.
