Show all options in settings.json hovers

Currently when you hover over a settings id in the JSON settings editor, the hover displays the description, but only shows the description of the current value:  This also happens when you hover over a settings value (which imo is good). But it would be great when hovering over the id that it would show all available options to avoid having to make an editor to see them. /cc @roblourens
